H won't run w/o choke

After rebuilding the carb on my '43 H (used all the parts in the IH kit and bead blasted the carb), motor starts, but dies w/o choke...I recalibrated float, but still won't work...Could this be a governor issue or am I missing something in the carb???? I did check to make sure the throttle connection to the governor control was OK... what did I do wrong???
