The same exact thing happened to me on my '47 H. It wouldn't run even with the choke...had to completely cover the opening with my palm for a second for it to suck a gulp of gas. It would rev up then starve and die. I removed the carb and did two things: Cleaned the excess Aviation Form-A-Gasket out of the main load jet (brass tube w/ small holes) and needle valve. The other was to raise the float level about 1/16". Put it back on and it runs and idles great. The adjustment screws actually make a difference now.
