If the compression is so bad that it will not start by cranking with the starter it would still run by pulling it off. There is something else wrong. Somehow you are out of time, got gas that is no good or has water in it, or the spark is intermittent, etc. The last time I mentioned this I got flamed for wasting parts but I am going to repeat the suggestion. Take the valve cover off, verify that you are on the compression stroke and that the timing is correct. Verify that all the valves are functioning and that the cam is not broken. Get a sample of the gas on some tissue paper a light it to see that it burns readily. Check each plug independently to see that each one is firing. When all the above is correct I believe the tractor will run by pulling it off. Do check the compression as suggested and if it is fairly uniform and up around 95+ psi it should crank off the battery. Posts your results so that we all can learn. Good luck
