I would agree with Bob you could have a blockage, it could be your return line, the inside of a hydralic hose could have come apart and cause a blockage. Can you hear the hydralic pump trying to pump? It should squeal or pull the engine. Get a pressure gauge check the pressure on the pump. If you have power steering is it working ok?
