farmall a only get high revs

My father-in-laws Farmall A will start fine but it will go to a high rev. Unless you have the rod that goes from the govener to the carberater to keep the motor from over reving.If you hold that rod and move it to keep it from reving it will.He has rebuilt the govener,the mag,and has a new carb. The fireing order is #1 is the furthes plug back #4 is up by the radiator? Any goog way to fix it? Thanks for the help TINY
