Tiny, I had the same problem as you have and for sure the way to cure it is to adjust that clevis pin on the governor arm. You might be able to figure how much you have to adjust it by watching how much you have to move the arm maually to stop the high revs. I had to adjust a couple times til I got it. Good Luck.
