450 power steering, HELP!

I'm working on a 450 gas with a narrow front. No power steering unless using one of the hydraulic levers. I have already rebuilt the regulator/flow control valve. I checked the pressure at the power steering supply port and it pegged the 1000 psi gauge I was using. I now have the Behlen P/S unit off and disassembled. Nothing appears to be terribly wrong with it other than some wear on the roll pins. There aren't any grooves on the shafts and the balls, spring, and valve appear to be in good shape. What else should I check before I put it back together? Is there anything critical about the installation that could be causing the problem? This thing is driving me crazy and for me that's a short trip! Thanks for any help you can give. J.D.
