Jeff, if the M governor is anything like the H, remove the control shaft first. There is a woodruff (half moon) key in the stop arm that the spring hooks to so it has to come straight off. Once the control shaft is out the main shaft can be pulled out. This is a good place to use a slide hammer type wheel puller. You will find, as I did, that the snap ring doesn't need to be removed at all. It is on the bearing to take the thrust developed from the helical cut drive gear. The bearing comes out of the housing with the shaft. Once the shaft and bearing assembly is out, you can drive the shaft back out of the bearing either by placing it over the jaws of your vise or in an arbor press. The pivot shaft goes into a blind hole and has to be pulled out of the cover side of the housing. If there is rust on the shaft between the needle bearings it can be tough to get out. Something else to check while you have it apart is the condition of the pins in the yoke that contact the outer race of the thrust bearing. If they are badly worn they should be replaced or at the very least, pressed out and turned so you don't run out of adjustment on the vertical rod that the throttle shaft connects to. If left with too much space, you'll have trouble getting the engine to come to a slow idle. The alternative to fooling with worn pins is to add a spacer the thickeness of the pin wear between the thrust bearing and the sliding collar that the weights move. Reading this, it sounds more complicated than it really is. It will make more sense when you get everything apart.
