It is irrelevant whether they are set hot or cold. On a rebuilt head, the valves take some time to seat. I had that problem with the 51H I rebuilt 2 years ago. I had TISCO valves, ground original IH intake seats and new NAPA exhaust seats. I had some trouble with the exhaust valve clearances until I got a few hours on the engine.
