Farmall 560 LP Gas backfires

I recently acquired a 1963 Farmall 560 LP Gas tractor that I am having trouble getting started. The old tractor was parked outside for sevral years but was running well when last parked. Several years ago, vandals pulled the spark plug wires and broke the key off in the ignition. Ever since, we have not been able to get the tractor started, even by pulling it. After installing new plugs, plug wires, points and condenser, all I can get is a hearty backfire back through the pre-air cleaner. The last time I tried to start it, it backfired again and blew out a milky watery substance back through the air cleaner. Although the tractor has been located in a very dry area of west Texas, is it possible that, instead of the vandalism, rain water has seeped into the top of the pre- air cleaner over the years and is causing this backfire and non-starting problem? The ignition switch can still be switched on. Any insight will be much appreciated.
