I am a firm believer in manure loaders. If you have access to one, you should use it to pick the back end up of the tractor up high enough, and then block it. Then attach a chain to the wheel around the rim and lift it up in the air w/ the loader, and position it (by moving the tractor w/ loader on it) next to the axle of the A. Then you should be able to manipulate it onto the axle, as it will be fairly easy to move around when it is hanging. But otherwise, I just use a hydraulic jack under the same axle you are working on, and use it to position the axle at exactly the right hieght, and then roll the wheel up next to it and put it on.
