1949 Farmall Cub

Tractor has blue smoke coming from muffler and when gets hot loses power. Whould this mean rings ?Valves ? Valves look good .I have not yet taken pistons out to check them.Tractor also has smoke coming out of oil filler tube.Any suggestions what you think needs to be done?
