If you really have a magneto, you need to check the impulse on it. This device holds the magneto rotor back, and winds up a spring, then releases suddenly to give enough rotational speed to generate spark. When the engine starts there is a centrifugal device that disables the impulse and lets the rotor spin as normal. You can check if the impulse is operational by removing the cap and having someone watch the rotor button while hand cranking. If it is working properly, the button should stop about the time you get the maximum compression, then when the engine is past TDC, should release. Magnetos are not as easy to work on as a coil system. Take it to an aircraft maintenance facility for checking. Unless you are a purist, I suggest replacing the troublesome magneto with a coil and use battery powered ignition. If you want to get really fancy you can use electronic ignition.
