generator not charging, or battery losing charge

problem area to understand and learn: 6V generator. 41 A. Regulator on generator.. New wires, all in correct placement according to diagrams. Good contacts. Remove ground cable everytime I shut tractor down. Ammeter works. With lights on shows negative discharge. Upon start-up, and during running, ammeter shows 0. No movement. Battery rins down and not charging. Need some education regulators, and, generators. Can get it tested easy enough, but windering if there is something I can do here in the shed to determine cause. I have no voltmeter. Also, what are the advantages to the regulator v.s. cutout? and or vice versa, what does a cutout do that a regulator does or doesn't do? Need some basics in the charging system. thanks. tom
