Did you try disengaging the PTO "seasonal disconnect" clutch and then cranking? This clutch completely disconnects the IPTO from the transmission. If there's any drag in the IPTO clutch/brake (and there can be if it's adjusted wrong or is out of whack), opening that clutch will eliminate it and make the motor easier to crank. The clutch control is on the bottom center of the tranny. Also have you checked the brushes in the starter? If only 1 of the 4 brushes is hung up, broken, etc the starter will spin fine when it's running free but will not develop enough "crank" to start the motor.
