Check out the things FB and Haas are suggesting first, they're more likely than what I'm gonna suggest. If the carb and the linkage are all squared away, check out the bumper spring on the bottom of the governor. If that has been wound in too far in taking care of a surge it can keep your engine from coming back down to low idle. You could try backing the spring adjustment out (engine STOPPED) a half turn to a time until you get a surge and then turn it back in a quarter at a time until the surge disappears. Just a 2-cent thought. Good luck! Scotty
