Super C Idling problem

I worked on a Super C today that has a problem getting the engine to idle down.First of all there was no throttle control at all.I took the cover off the gov thinking maybe the spring was broke,it looked ok but I replaced it anyway.Then I removed the carb and the lever was bent out of shape not allowing movement of butterfly valve.Now it will follow the throttle up to high rpm and the gov seems to operate ok,but it will not come down to a slow idle,with the throttle in idle pos it runs at approx half speed.Any help you can offer will be appreciated.Thnks ED
