Jason, Another suggestion would be to check the Throttle shaft assembly that sits atop the governor. Sometimes the bushing at the left end of the throttle shaft will wear to the point that the tractor will not hold a decent RPM at idle. We had an H at one time that we would have to loosen up the two cap screws holding the shaft housing to the connecting rod housing and then using a large screw driver, raise up on the shaft housing and then retighten the cap screws. Finally had to replace that bushing.//FB
