This is what is known as the hickups,first thing to do is let a bale on the hitch over night hitch all the way up. If it is down in the morning you have a leak some place upder the deck. 3 / 4 different things could cause this, but not the relief valve. Could be seal on piston O Ring between valve and cylinder, cushsion reliev valve. If the hitch does not go all the way down over night you just need some adlustment. But the test setting over night is the( FIRST THING)
