Farmall 706 PTO won't rotate under a load

I was using a 7' cutter in the field and after about 3 hours of work, I got off to clean out the front grill screen. When I started up the PTO again it didn't want to rotate. I checked the fluid level and it was up. The remotes for the hydraulics work just fine. The power steering works okay, but not as good as it used to and now it squeals until the tractor is warmed up and doesn't like to be placed at maximum turn in either direction. The 3pt raises and lowers with no problem. When I disconnect the driveshaft from the PTO, the PTO will spin, and the driveshaft on the cutter will rotate freely. So I hooked the driveshaft back up and engaged the PTO again. As long as the cutter is raised up it rotates the cutter driveshaft, but starts out real slow, then slows to a stop when the cutter is lowered. After several attempts to operate, the PTO handle broke off in my hand at one of the bends. I replaced the handle, but my problem didn't go away. I'm going to change the fluid and the filter next just for grins, but what if that is not the problem? Hope to hear from the pros. Thanks in advance.
