It seems to me that the difference in holding power would be in direct correlation to the difference in the pitch (threads per inch). I think that on quarter inch bolts coarse is twenty threads per inch and fine is twenty four threads per inch. I would expect fine to hold twenty percent more than coarse at any acceptable given torque. Your point is well made, coarse threads are deeper and can generally stand more torque. On one of our tractors the hubs came from the factory with four one inch bolts clamping it to the axle; at six hundred foot pounds of torque. With the addition of duals, hub bolts failed, sounding like a cannon, when they broke. One inch fine thread bolts, torqued to six hundred foot pounds took the load with no problems. I have read that clean lubricated threads also make a great difference. The numbers I recall are that four hundred foot pounds oiled equal five hundred foot pounds dry.
