I used the POR-15 kit on a IH Scout tank. Just buy the kit and follow the directions. It is slicker than snot. Don't dick around with a chain or nails or anything else, that might knock a big hole in the tank making it useless. The kit comes with a Metal Ready solution that will clean and etch the metal in the tank. The sealant will put a nice coating over everything inside. The scout tank was 10 gallons and I used 1/3 of the sealer in the can. It sould do your 20 gallon tank just fine. Hint, I held a candle over the threads on the fuel sending unit screw holes. Filled the threads with wax to keep the sealer from sealing them shut. Not sure if these old tractors have a similar setup for the sender or not.
