fuel tank sealant question's?

I have a farmall h and the inside of the gas tank is full of rust and crud. I was thinking of sealing the tank. and was wondering what is the best kind of sealant and where is it available, also how much sealant would I need? Is it absolutely necessary to take the gas tank off to put sealant in it? I tried flushing the tank out and I put naval jelly in it and let it sit for a week and then flushed it out. But there is still alot of junk in there. Any info would be appreciated! thanks Bob
