Check for vaccum leaks on the connection at the carb to the manifold and the manifold to the head. you can use motor oil in a pump oil can. also check your valve clearances.Does this tractor use oil? Also look at your plugs and see if they are wet or dry might give you a clew. If the tractor is smoking see what color the smoke is black is rich condition ,blue oil and if black I have found most of the time it is the ingition not the carb as you would think. also the bearings get bad in those dist and they won't run wright then.
