I have my Service Manual here in front of me....It's for a "M" I think the "H" is the same....Here is what it says ----Lubrication is forced to the governor housing by intermittent pressure from the engine lubrication system and returns to the crankcase through an opening in the lower mounting face of the govenor ----That is all....The pipe at the top is just a breather tube.....The drawing shows oil intering the govenor just above the shaft that runs from the front of the housing and drains back through a hole in the bottom,front.... You might try adding a piece of tubing to your air hose and "blow back" through the intake hole....you might try this with the engine running.If it is oiled intermitten, it will be open only intermitten ,so you need the engine turning to be blowing air when it is in the open (oiling) position..... I hope this helps you understand the oiling system......It sounds like it is pluged up, if no oil is coming this hole.....
