more governor questions on my H

A few days ago I asked the question - where does the governors on a H get its oil from. I got the cover off today and ran the tractor and its not getting any oil. I took the cover off the governors on my M and saw the oil coming off the gear and being splashed into the bottom hole. I've got experience with working on the engine but no experience working on governors. Where does the oil get into the gears to make its way up to the governors. Have I got something plugged up. I don't think my govenors have been getting oiled for some time now.
