Charlie - There is an oil slinger on the front of the crankshaft behind the front engine cover that slings oil up on that gear and it is forced back into the governor. There are no actual oil lines to the governor only passages that allow oil to enter. Remove the governor and check that entry and exit oil passages are not plugged. Otherwise you may be missing the oil slinger inside. Some people forget to put it in when doing rebuilds.
