I have a SA and 130, they have a collar on pull rod that goes from hydraulic rockshaft to the rear lift rockshaft. The collar with set screw can be moved away from the yoke on rear rockshaft thus allowing pull rod to slide through. This allows hitch to float. I don't know if cub is exactly the same. I am sure there is something similar, as it has to float on moalboard plows. Plow is one item IH designed specifically for these tractors. Check a manual. Hope this helps you somewhat.
