To answer your question- I'm turning the magneto the right way (COUNTERCLOCKWISE) for my engine... but I'm using it on a '49 Case SC. It never occurred to me that the original application on an IHC tractor might be possibly be clockwise. This magneto has run on this particular tractor for many years.

If you turn the mag clockwise, then the impulse spring will most certainly wind up. But the pawl stops the rotor dead against an iron stop pin on the upper right side of the base mount.

There does not appear to be anything that would allow this pawl to be moved "in" to clear the stop pin and allow the impulse to spring. I would think things would get very ugly, very quickly if the magneto was run in this direction.

Now, turning the mag in the COUNTERCLOCKWISE direction (as facing the drive end of the mag), the pawls just click as they are pushed aside by the stop pin as everything rotates by. There is nothing here that would provide enough resistance for the impulse spring to wind up... unless there's some sort of mechanism that holds the two pawls tightly in the "out" position. If so- then mine ain't working.
