Oil bath Air cleaner and oil filter questions

I opened up my oil bath air cleaner on the 460 yesterday. It was full of scum and water. I cleaned the pan out with solvent tank and filled it up. Question, inside the oil bath is another little pan that has a bowl shaped opening. I think this is where the intake pipe goes. I filled the bath and this bowl didn't fill, just the area around it filled, is that correct? Can I remove the rest of the filter assembly and run it through a solvent tank? I am referring to the top part. It looks pretty scumming as well. Oil Canister question. I thought the metal canister fit down inside the groove on the base of the filter, but when I took the old gasket out and put in a new one I noticed the canister just sat on top and only went down a little bit into the gasket, is this right? I took it off again just to make sure there was not old gasket material in the groove, there wasn't. I had to go out yesterday and buy bigger wrenches and sockets to work on this baby. My other wrenches and sockets all stopped at 1" in size. A hidden cost.....
