Sounds like you might be on to somthing with the fuel, but mabey the new manifold isn't seating to the block. Start the engine, turn on your propane torch (unlit, of course) and carfully move it around the manifold ports to the block, and also between the manifold and carb. If the engine speeds up, you've found the leak. I personally have no experience with the C-200 engine, but from the posts I have read on this board, it sounds like they are extremley troublesome with manifold vaccum leaks.
