H ...charging ok?

A little history..fresh rebuild,new wiring,new voltage reg.,new battery and cables,gen. checked twice-ok. Amp gauge only shows 4 amps charge..normal? When running full throttle I get 6.34 volts across battery terminals. I disconnected positive (GRD) cable and engine stays running. For kicks I checked voltage again with GRD disconnected from disconnected GRD cable to negative battery terminal and meter read 6.9 volts at full throttle. Do you think I'm charging ok? This a positive GRD,6 volt,battery/dist. ignition tractor. Any and all suggestions/comments appreciated, Mike
