My question is why is it high ?. I would doubt that it came up with the head removal especially since it sounds like it is the underlining reason for the head removal. Do you know the history of this tractor and who rebuilt the engine before? You may want to play it safe and remove the sleve to see what the problem is - but first - I would buy the shop manuals and read up on this tractor. They will tell you all about how to install, remove, adjust and most important the torque and clearence specifications.
