Your problem must be in the steering controll just under dash. I bought a 1066 new, steering malfunctioned in first year, was a warrenty job, so dealer fixed on farm and that was where problem was. There really isn't much else that can go wrong, there is no mechanical linkage to front wheels. It doesn't sound as though it would be cylinder at front axle. On my tractor once that first little problem was fixed, it was trouble free for 10,000 hours. The other item is pump, look at manual, steering pump is separate from main hydraulics. If I remember correctly there are 3 hydraulic pumps. The steering pump I believe has other functions on tractor, manual should tell you which ones, to see if they are working properly also. This may help you isolate where problem is.
