Super H carbs suck, compression

Having problems getting this IH carb adjusted right. rebuilt carb, installed new float and adjusted with tractor running. Tractor getting way to much fuel,( black smoke and black sute on plugs). Looks like previous owner may have jambed main jet adjusting screw into main jet, can the main jet be removed and replaced? I also checked compression with an elcheapo pushin comp gauge and am getting 100#'s on all 4 cyl. is this about right.
