F-30 Engine Speed;Two Controls?

My F30 has the governor speed control on the left and it has a throttle control lever on the steering post. Doesn't the throttle control do the same thing as the governor control? If so, why both? Another question: Is there any ready-made tool for removing the big axle nuts on the rear wheels? Any suggestions for using something else other than a hammer and chisel?
