First, you should be using 30wt not 40wt oil. Some people go with multi vicsosity 5W30, but I prefer straight 30, summer or winter. Second, there is an oil pressure reulator, but it releases at 35 pounds of pressure or so. It is at the back left side of the engine. Not sure if you need to split or not. Third, the smoke out the dipstick is not uncommon and not an indicator in and of itself that there is a problem. I have a 1952 that has lower compression than mu 184 lowboy and it hardly smokes, but the 184 smokes all the time. It is the only place for the crankcase to ventilate. I would reserve judgement on the need to rebuild until you get the right oil in it and check your compression. BB
