Never heard them called harrow plows, but yes they were "good" at controlling erosion, compared to the moldboard and disk plow. I have never run one for more than a few rounds, but I understand they could be set to lay the stubble down without burying it. Problem is once the stubble is flat it will break down fast. Thus the invention of the sweep plow, or undercutter in, I think, the 50's. Leaves the stubble upright and only destroys, say 10-20% of it per pass compared to about half with the one way (this has been researched, don't remember the exact numbers). As to the disk plow (the one similar to the mold board), I have spent many hours on an H in 2nd gear pulling a 3 disk semi-mounted "breaking plow" with 24-32 inch disks, depending on how worn they were.
