H carb problems

First thanks to THE RED for telling me what type of carb I have on my H. I bought a rebuild kit from NAPA but it has no instructions. I noticed that when I took the carb off and open the gas valve there appears to be very little gas getting to the carb. Maybe thats why it only runs for a couple seconds or so before it dies. Is there a spec on how much gas should be delivered to the carb?. Does the amount of gas in the tank influence the flow rate? (there is not much in the tank now). Thanks for helping a novice tractor owner.
