The distributor on my Super-A was so messed up on the inside that the timing advance weights were slapping against the inside of the distributor and the shaft was rusted stiff so that it was not advancing at all. Make sure your distributor is in good shape, the shafts that the weights pivit on are not worn out and the cam rotates when the weights move in and out. If you're watching it with a timing light, its fairly normal for the timing to jiggle around a tiny bit. As for as your volt meter, hook both voltmeter and test meter to same point. If voltmeter still says 12v and testmeter says 14v, I'd say voltmeter needs calabration (some have adjustment), or replacing.
