Ooze from Muffler

Was splitting wood this weekend with my tractor and noticed that I was getting alot of black (real black) "ooze" draining down from inside the muffler all over the manifold. Since the tractor was idling for quite some time I was wondering if this was fuel (it didn't smell like oil and there was no change in the oil level) .. I think I read once in this forum that this was unspent fuel - that the tractor was not running hot enough to burn it properly? Is this right?
