M farmall dying after 1 minute on low idle or 20 seconds on high

Hello, The tractor purrs like a kitten for about 1 minute on low idle then starts sputtering and I can save it momentarily by giving it full choke and teasing it constantly. The tractor purrs like a kitten for about 20 seconds at full throttle then starts sputtering and I can save it momentarily by teasing with the choke. I have not adjusted any screws on the carb nor have I rebuilt the carb. I am thinking a stuck float? I mean it is definitely a fuel problem right?
