400 gas farmall

First of all, I would like to thank all of those that love these red tractors enough to put forward you thoughts, experiences, and recomendations to us that have no idea as to what we are doing when trying to figure these old classic machines. Next I would like to provide a little information so that I may get as much response as possible concerning my problem. I bought my first tractor about 3 1/2 years ago. A 400 farmall for brushhogging, blading the drive, helping to clear trees, and last but not least, 4-H hayrides. Yes, I know that is a bit of overkill on the size but that tractor was very impressive when I went to check her out. She ran well for the first two years then it happened. She got left outside overnight during a torrential rain storm. She has not forgiven me since. (And rightfully so, I'm sure some of you would agree.) A few days later I tried to start her up and found that she had plenty of rain water in her cylinders. I took you the plugs and blew the water out and nursed her to the garage. I changed the oil and fired her right up andtook her down the drive. She barely had enough power to come back up the drive. She went back to the garage where she has been since. After that whe would run for a few seconds and die after spitting and sputtering and never really stabilizing. I have replaced the plugs, wires, rotor, cap, points, condenser, coil, rebuilt the carb, and had the head rebuilt with all new valves and valve springs. I have checked the obvious things such as making sure it is in time, plug wires are in correct firing order, good clean fuel going to the carb, each plug gets great spark. It now starts and runs for 10 to 15 second with the choke on and dies. No valves are sticking and they have been checked and rechecked for proper valve lash. It it blowing a considerable abount back through the card and sucking through the exhaust during the few moments of operation. Am I misssing something simple? Is it possible the the cam may have jumped time be a tooth or two? Is it likely that the problem still lays with the head? Sorry about the length of this post but I wanted to be complete. All replies welcome and appreciated.
