steering problem on my IH 300 Utility

I have a 1955 IH 300 Utility that has developed a steering problem. I noticed on the right hand side of the tractor where the steering mechanism comes out of the tractor, just in front of the battery, there is some kind of cover with several bolt heads showing, also some adjustment screws are there. About 4 of the bolts have sheared off and the tractor is harder to steer than normal. It seems to want to pull to the left. Can anyone tell me what the general problem might be and what I need to do? Thanks much.
