I guess I don't understand the problem. Do you have power steering? Can you post a picture of what you are seeing? I just looked at my 300U and there isn't a "cover" where you describe on mine. My guess is that you will at the very least need to replace those bolts, and possibly have to take the steering gearbox off and get the shafts straightened and bushings replaced. I ended up going to a machine shop and getting parts rebuilt when I couldn't find parts.
