Mystery Breather on 1939H

Cleaned out my air breather and found a small metal tube broken off from side of the large intake pipe. It leads down to the back of the engine block and my manual does not make any mention of it. What is this breather tube for? Also cleaned crankcase breather element. Can I use air compressor to blow out some of the dirt that was under the crankcase side cover?
