What you are seeing looks like oil but it is probably unburned gas and carbon. This raw gas has a tendency to leak by the plug gasket. It is present because that cylinder is not firing. Verify that you have spark on that cylinder and if so install a different plug. If you do not have spark replace the plug wire and maybe the distributor cap. Once the cylinder is firing your "problem" will disappear.
