I think this guy has a solution to your problem if it's caused by the thermostat closing it too tightly and then opening when it finally gets hot enough. I'm assuming that the thermostat you're trying to use has a hole of about 1/16 inch diameter. Enlarging it slightly should allow enough coolant through so that the thermostat should follow the temperature of the head.
