When this happens is one allready one the forward position. I have had situation where a lever would be a bit out of adjustment, where by the cylinder inside the unit had reached end of stroke and lever being off adjustment, wants to take it farther. A good way to check this is keep levers back a bit from end position. If that helps you can adjust accordingly. If that doesn't it must be internal, and you need someone more knowledgable on subject than I.
