Hydraulics were on option on M tractors and would have originally been a belly pump which was mounted inside the tractor below the belt pully. It will stick out a bit from below the bottom of the tractor. It then had a fitting on the right side of the tractor and two on the left side to attach hoses for things like cultivators. There was one lever to pull on the right side of the tractor to work the system. The hydraulics was for a single action cylinder and stopped working when the clutch was pushed in. Its possible to add a valve to the system to make it work a two way cylinder. I'm not sure what the levers are you are talking about. The cylinder you mention could have been put on it to lift something like a mower that attaches under the tractor. Its also possible your tractor has been modified by a previous owner to do something that wasn't factory provided.
